    Capacidades institucionales universitarias en una red de certificación de especialidades técnicas

    En la era de la información se ha producido una transformación total en cada plano de existencia. Este proceso se viene dando paulatinamente desde los años ´70 y se aceleró con la aparición de Internet, inaugurando un hito que cambiaría los modos de producción y desarrollo: la revolución tecnológica. En el presente artículo se pretende analizar cómo las Facultades Regionales de la Universidad Tecnológica Nacional utilizan sus capacidades institucionales universitarias tomando una investigación realizada que aborda el caso de la Red CARICET1 del Programa de certificación de especialidades técnicas (oficios) de la Universidad Tecnológica Nacional (UTN) dentro el sector industrial argentino, en el marco de una articulación multisectorial. La investigación marco posee un diseño de investigación mixto y de estudio de casos múltiples. Desde una perspectiva cualitativa, el trabajo de campo se desarrolló con el fluido contacto con los informantes claves del Programa de Certificación de Oficios de nivel operativo, es decir de oficinas regionales que atienden el Programa de certificación en las diferentes Facultades Regionales que participan en la Red. En ese sentido, se pretende determinar la forma en que el diálogo social de actores multisectoriales (los trabajadores, la Universidad a través de sus Facultades Regionales, las empresas y el Estado) logran articular y afrontar los cambios tecnológicos, económicos y sociales que impactan en el normal funcionamiento de una universidad pública y federal como es la Universidad Tecnológica Nacional que pueden impactar en el sistema de certificación de especialidades técnicas vigente.

    The work of the future and the future of trade certification in the CARICET Network of the National Technological University

    The emergence of technology and therefore the consequent technological changes that have occurred in recent decades have motivated the restructuring of the modes of relations in all senses with a new industrial revolution in a world in transformation. The work addresses the issue of the future of work and the future of the certification of trades within the framework of an investigation that analyzes the case of the CARICET Network, whose acronym stands for "Advisory Committee of Interregional Representatives of Certification of Technical Specialties" of the Program of certification of technical specialties (trades) from the National Technological University (UTN) in the period 2009-2019 within the Argentine industrial sector, within the framework of a multi-sector articulation. Different authors are cited that shed light on the future of work in its different aspects and allow us to analyze the aforementioned device together with its protagonists, the social actors of said program, in each of the Regional Faculties of the UTN. In this sense, the aim is to determine the way in which the social dialogue of multisectoral actors (workers, the university, companies, and the state) manages to articulate and face the technological changes of the work of the future that may impact the certification system of current technical specialties, where each Regional Faculty of the Network is located, and manages to satisfy the territorial and individual needs of the different actors, highlighting the workers and their productive knowledge, without which said device would not exist.
