Abstract
El presente trabajo desarrolla un sistema integral de protección contra inundaciones para el barrio portuario de la ciudad de Paysandú, enmarcado en el “Masterplan Borde Costero”. El objetivo central consistió en diseñar una solución estructural y urbana que resguarde el sector frente a las crecidas del río Uruguay, al tiempo que potencie su valor histórico, social y cultural. La metodología incluyó el análisis hidrométrico de series históricas, estudios topográficos y geotécnicos, evaluación de alternativas de diseño, cálculo estructural y verificación normativa, así como la incorporación de antecedentes regionales y un estudio de impacto ambiental. Se compararon dos alternativas principales: un muro de hormigón armado con compuertas y coronamiento peatonal, y un terraplén de suelo con protección de taludes. La selección final se inclinó por la alternativa del
muro, complementada con reservorios urbanos y estaciones de bombeo para garantizar la evacuación de aguas pluviales y cloacales durante crecidas. El diseño propuesto integra criterios técnicos de estabilidad y durabilidad con aspectos urbanos y arquitectónicos, generando nuevos espacios públicos y comerciales vinculados a la propuesta de “La Cinta”. El análisis ambiental concluyó que, aunque existen impactos negativos en la etapa constructiva, los beneficios sociales, económicos y culturales superan ampliamente los efectos adversos,
siempre que se apliquen las medidas de mitigación previstas. La tesis demuestra la factibilidad técnica y ambiental de la obra, presentando una solución replicable para otras ciudades ribereñas afectadas por problemáticas similares, y aportando lineamientos concretos de diseño, integración urbana y gestión de riesgo hídrico. Los autores señalan que en este trabajo se integraron herramientas de Inteligencia Artificial Generativa para complementar la redacción, la revisión y el soporte gráfico, siempre bajo criterio y supervisión humana. This work develops an integrated flood protection system for the port district of Paysandú, within the framework of the “Masterplan Borde Costero.” The main objective was to design a structural and urban solution that safeguards the area against floods of the Uruguay River, while enhancing its historical, social, and cultural value. The methodology included hydrometric analysis of historical records, topographic and geotechnical studies, evaluation of design alternatives, structural calculations, and regulatory verifications, along with a review of regional precedents and an environmental impact assessment. Two main alternatives were compared: a reinforced concrete floodwall with gates and a pedestrian promenade, and an earthen levee with slope protection. The final selection favored the floodwall, complemented by urban reservoirs and pumping stations to ensure stormwater and wastewater evacuation during high river stages. The proposed design combines technical criteria of stability and durability with urban and architectural integration, generating new public and commercial spaces linked to the “La Cinta” concept. The environmental study concluded that, although temporary negative impacts may arise during construction, the social, economic, and cultural benefits significantly outweigh adverse effects, provided the planned mitigation measures are implemented. The thesis demonstrates the technical and environmental feasibility of the project, presenting a replicable solution for other riverside cities exposed to similar risks, and contributing actual guidelines for design, urban integration, and flood risk management. The authors state that this work incorporated Generative Artificial Intelligence tools to support the writing, revision, and graphic assistance processes, always under human supervision and critical oversight.
