Abstract

El presente proyecto surge del interés de analizar las falencias en el acceso al desarrollo personal, rehabilitación e inclusión de carácter público en San Rafael, que afectan a personas con impedimentos físicos y/o cognitivos. Estas falencias, exacerbadas por la obsolescencia de las infraestructuras, impiden que este sector vulnerable de la sociedad acceda a un espacio integral de contención y desarrollo. El objetivo principal es crear un Centro de Rehabilitación en San Rafael que incluya terapias como equinoterapia y acuaterapia, beneficiando no solo a esta ciudad, sino también a departamentos cercanos como Malargüe y General Alvear. Este centro facilitaría el acceso a tratamientos especializados, mejorando la calidad de vida, autonomía, e independencia de los usuarios, además de reducir la necesidad de largos traslados para acceder a dichas terapias. El estudio aborda problemáticas de salud, sociales y educativas. En el ámbito de la salud, se busca mejorar el acceso a terapias de rehabilitación que fortalezcan la independencia y autoestima de los pacientes. Socialmente, se pretende reducir la marginación y discriminación que sufren las personas con discapacidades. Educativamente, se busca articular las instituciones educativas con el centro de rehabilitación para mejorar la calidad de los servicios educativos para personas con discapacidades temporales y permanentes. La metodología utilizada es el Marco Lógico, que facilita la conceptualización, diseño, ejecución y control del proyecto. Este enfoque permite identificar y analizar problemas, plantear objetivos y estrategias, y planificar operativamente la implementación del proyecto. La creación del centro de rehabilitación propuesto es crucial para mejorar el sistema de salud local, ofreciendo una infraestructura adecuada para la rehabilitación y desarrollo personal de personas con discapacidades. Este proyecto contribuirá significativamente al bienestar social del sur de Mendoza, promoviendo la igualdad y equidad social. Educationally, it aims to link educational institutions with the rehabilitation center to enhance the quality of educational services for people with temporary and permanent disabilities. The methodology used is the Logical Framework Approach, which facilitates the conceptualization, design, execution, and control of the project. This approach allows for identifying and analyzing problems, setting objectives and strategies, and planning the project's operational implementation. The creation of the proposed rehabilitation center is crucial to improve the local health system, providing suitable infrastructure for the rehabilitation and personal development of people with disabilities. This project will significantly contribute to the social well-being of southern Mendoza, promoting social equality and equity. Throughout the project, research, diagnostics, data collection, and evaluations of alternatives have been conducted, culminating in a detailed plan for the implementation and operation of the center.
