Abstract
En las últimas décadas, ha existido en muchos países una preocupación sobre el impacto ambiental
generado por el uso del automóvil para el transporte de pasajeros. Uno de los problemas
generalizados en las ciudades, es la ineficiencia del sistema de transporte, el cual repercute en
ámbitos de salud, medio ambiente, movilidad de personas y economía, ya que los accidentes de
tránsito y la congestión generan deseconomías con importantes pérdidas del PBI.
Por esta preocupación surge el concepto de movilidad sostenible que promueve un balance entre
los beneficios económicos y sociales del transporte y la salud humana y el ambiente.
Para lograr el desarrollo urbano sostenible de una ciudad se necesitan políticas públicas que
fomenten el transporte público, caminar o andar en bicicleta; brindando beneficios al ambiente y a
la calidad de vida de la población. En este contexto, se analizaron los lineamientos del Libro Blanco de Transporte de la Unión Europea, la Agenda 2030 para el Desarrollo Sostenible de la Asamblea General de la Organización de las Naciones Unidas y otros informes generados por ONG motivados por esta iniciativa. Posteriormente, el enfoque se dirige hacia la implementación de políticas de movilidad sostenible, tanto en ciudades de Europa como de Latinoamérica.
Ampliar el conocimiento sobre la tendencia a nivel internacional de la movilidad urbana sostenible,
servirá como base para poder elaborar un diagnóstico objetivo sobre esta temática en nuestro país.
In recent decades, there has been concern in many countries about the environmental impact generated by the use of the car for passenger transport. One of the generalized problems in cities is the inefficiency of the transport system, which has repercussions in the areas of health, the environment, mobility of people and the economy, since traffic accidents and congestion generate diseconomies with significant losses in GDP. Due to this concern arises the concept of sustainable mobility that promotes a balance between the economic and social benefits of transport and human health and the environment. To achieve the sustainable urban development of a city, public policies are needed that promote public transport, walking or cycling; providing benefits to the environment and the quality of life of the population. In this context, the guidelines of the European Union Transport White Paper, the 2030 Agenda for Sustainable Development of the United Nations General Assembly and other reports generated by NGOs motivated by this initiative were analyzed. Subsequently, the focus is directed towards the implementation of sustainable mobility policies, both in cities in Europe and in Latin America. Expanding knowledge about the international trend of sustainable urban mobility will serve as a basis for making an objective diagnosis on this issue in our country.
