Abstract
La República Argentina es por su superficie el octavo país más grande del mundo. Nuestro territorio esta naturalmente provisto de abundantes recursos naturales, agrícolas, ganaderos, ictícolas, marítimos, mineros, forestales, gas y petróleo, entre otros. También posee un gran potencial para el desarrollo de energías renovables, solar, eólica, biomasa, mareomotriz, undimotriz, hidrogeno verde, hidráulica, entre otros. Además, Argentina cuenta con la posibilidad de generar energía con tecnología nuclear de origen nacional. Argentina cuenta con un sistema educativo que incluye formación profesional y educación técnico profesional en el nivel medio y terciario, y con un robusto sistema universitario. Además, cuenta con diversos organismos de ciencia y tecnología, INTI, INTA, CNEA, CONICET, entre otros. Sin embargo, por diversos motivos, el proceso de industrialización iniciado a comienzos del siglo XX no pudo ser completado con éxito. Por decirlo de alguna manera, quedo inconcluso. Como consecuencia, el país hace décadas se encuentra atravesando diversas crisis de inestabilidad económica y social. A las que en un futuro próximo se sumara además una crisis de carácter ambiental. En el siguiente trabajo se propone que un ambicioso proyecto de industrialización basado en Parques Eco-Industriales con el objetivo de potenciar las ventajas comparativas de nuestro país, la agroindustria, los recursos naturales, las energías renovables, y la energía nuclear, que nos dan una ventaja competitiva, articulado adecuadamente con los sistemas educativos y los organismos de ciencia y tecnología es tal vez la llave para resolver la raíz de nuestras crisis recurrentes, cualquier sea su naturaleza, social, económica o ambiental. Para poder finalmente culminar el proceso de industrialización de forma exitosa y alcanzar el desarrollo, que a lo largo de nuestra historia se ha visto postergado.
The Argentine Republic is the eighth largest country in the world in terms of surface area. Our territory is naturally provided with abundant natural resources: agricultural, livestock, fish, mining, forestry, gas and oil, among others. It also has a great potential for the development of renewable energies, solar, wind, biomass, tidal, wave, green hydrogen, hydro, among others. In addition, Argentina has the possibility of generating energy with nuclear technology of national origin. Argentina has an educational system that includes vocational training and technical-professional education at the secondary and tertiary levels, and a robust university system. It also has several science and technology organizations, INTI, INTA, CNEA, CONICET, among others. However, for various reasons, the industrialization process initiated at the beginning of the 20th century could not be successfully completed. In a manner of speaking, it remained unfinished. As a consequence, for decades the country has been going through various crises of economic and social instability. In the near future, an environmental crisis will be added to these crises. The following paper proposes that an ambitious industrialization project based on Eco-Industrial Parks with the objective of promoting the comparative advantages of our country, agro-industry, natural resources, renewable energies, and nuclear energy, which give us a competitive advantage, properly articulated with educational systems and science and technology agencies is perhaps the key to solving the root of our recurrent crises, whatever their nature, social, economic or environmental. In order to finally complete the industrialization process successfully and achieve the development that has been postponed throughout our history.
