La seguridad humana en la agenda de la Integración Latinoamericana

Abstract
La Seguridad Humana es un concepto integrador, multisectorial, centrado en las
personas, contextualizado y preventivo. En la actualidad para las Naciones Unidas la
Seguridad Humana consiste en proteger la esencia vital de todas las vidas humanas de
una forma que realce las libertades humanas y la plena realización del ser humano.
De tal manera, el concepto de Seguridad Humana se ve íntimamente relacionado a la
seguridad territorial (vulnerabilidad de la población ante catástrofes naturales y
antrópicas), a la seguridad económica (pobreza persistente y desempleo), a la seguridad
alimentaria (hambre y escasez de alimentos), a la seguridad de la salud (enfermedades
infecciosas mortales, ausencia de acceso a cuidado básicos de salud), a la seguridad
ambiental (agotamiento de los ecosistemas, disminución de la biodiversidad, efectos del
cambio climático y contaminación), a la seguridad personal (violencia física, crímenes,
terrorismo, violencia doméstica, trabajo infantil), a la seguridad comunitaria (tensiones
inter-étnicas, religiosas y otras similares) y a la seguridad política (represión política,
violación a los derechos humanos).
Todos estos aspectos son efectivamente claves para conseguir un desarrollo regional
sustentable en América Latina y no solamente un crecimiento de sus indicadores
macroeconómicos.
Más allá que en el caso latinoamericano, las principales amenazas a la Seguridad
Humana se vinculan a una serie de circunstancias intra-nacionales, entre las que se destacan la debilidad de la democracia, el aumento de la pobreza y la inequidad y, en
forma creciente, la violencia urbana y la criminalidad, es evidente que no es factible la
integración latinoamericana sin consensuar políticas tendientes al desarrollo sostenido y
que tampoco se podrá alcanzar el desarrollo si no se avanza en un proceso de
integración regional.
Human security is an integrative concept, multi-sector, people-centered, contextualized and preventive. Today the United Nations Human Security is to protect the vital essence of all human lives in ways that enhance human freedoms and fulfillment of human beings. Thus, the concept of human security is closely related to homeland security (population vulnerability to natural disasters and man-made), to economic security (unemployment and persistent poverty), food security (hunger and food shortages ), security of health (deadly infectious diseases, lack of access to basic health care), the security environment (depletion of ecosystems, reduced biodiversity, climate change and pollution), to personal security (physical violence, crime, terrorism, domestic violence, child labor), to community safety (inter-ethnic tensions, religious and similar) and political security (political repression, human rights violation). All these aspects are indeed keys to a sustainable regional development in Latin America and not just growth in its macroeconomic indicators. Beyond that in the Latin American case, the main threats to human security are linked to a series of intra-national circumstances, among which highlights the weakness of democracy, increased poverty and inequality and, increasingly, urban violence and crime, Latin American integration clearly not feasible without agreeing on policies conducive to sustainable development, nor development can be achieved without progress in regional integration process
