Las leyes de promoción industrial y la industria metalmecánica de la Provinvia de Córdoba.

Abstract

: La primera Ley de Promoción Industrial en la provincia de Córdoba (Ley provincial N° 3992) se sancionó en el año 1942. Su objetivo principal fue constituirse como un pilar legal esencial promotor del desarrollo de la industria local a favor de una evolución productiva territorial sustanciosa. A partir de entonces, se sucedieron diversas sanciones de Leyes de Promoción industrial que fueron derogando a las anteriores (por incluir nuevos aspectos antes no contemplados). El presente trabajo intenta realizar un primer análisis del impacto que han tenido las leyes provinciales de promoción industrial en el sector metalmecánico de la provincia de Córdoba, considerando los últimos 5 años y realizado en base a las dos leyes troncales vigentes en nuestros días: La Ley de promoción industrial Nº 5319 y la Ley de promoción industrial para PyMES Nº 9727, sancionadas en 1971 y en el 2009 respectivamente. Se abordarán aspectos claves, su evolución a través de los años y sus tendencias en cuanto a ramas de la actividad y distribución geográfica entre otros, pretendiendo sentar las bases iniciales para futuras investigaciones.The first Industrial Promotion Law in the province of Córdoba (Provincial Law No. 3992) was passed in 1942. Its main objective was to establish itself as an essential legal pillar promoting the development of local industry in favor of a substantial territorial productive evolution. . From then on, several sanctions of Industrial Promotion Laws were passed that were repealing the previous ones (for including new aspects not previously contemplated). The present work tries to carry out a first analysis of the impact that the provincial laws of industrial promotion have had on the mechanical metal sector of the province of Córdoba, considering the last 5 years and carried out based on the two main laws in force today: Industrial Promotion Law No. 5319 and the Industrial Promotion Law for SMEs No. 9727, enacted in 1971 and 2009 respectively. Key aspects will be addressed, its evolution over the years and its trends in terms of branches of activity and geographic distribution, among others, aiming to lay the initial foundations for future research.
