The paper reviews contributions on concepts and models of innovation management in the
context of empowerment processes of development and of organizations management, in
relation to the increase of their capabilities and competences, explaining and analyzing the
factors that tend to limit their performance. It analyzes the links and the role of actors in local
and regional systems of innovation as well as the participation and cooperation of those
involved in matters of innovation promotion, on account of the potential impact of innovation
on the improvement of policies and tools in public and private management, in a social and
organizational level. Finally, it makes contributions and conceptualizations about learning and
knowledge management in relation to the processes of organizational and social strategic
innovation.
